About Bihar Public Service Commission (BPSC): Bihar Public Service Commission (BPSC) was established on 1st Nov 1956 and its headquarters is located in Patna, Bihar. The Bihar Public Service Commission came into existence from 1st April 1949 after its separation from the Commission for the State of Orissa and Madhya Pradesh, in accordance with section 261 (1) of the Government of India Act, 1935. The BPSC initially began its functioning for the State of Bihar with its headquarters at Ranchi. The State Government decided to shift the headquarters of the Commission from Ranchi to Patna and it was finally shifted to Patna on 1st March 1951.
The Constitution of India created the Bihar Public Service Commission to select the applicants for civil servant jobs in the Indian state of Bihar according to the merits of the applicants. Under Rule 3 of the Regulations, 1960 the Commission was constituted with a chairman and 10 other members. Bihar Public Service Commission is a constitutional body under Article 315 of the Constitution of India and its constitutional status was pronounced with the promulgation of Constitution of India on 26th Jan 1950.
The Bihar Public Service Commission Regulations, 1960 was framed by the State of Bihar in the exercise of the powers conferred by Article 318 of the Constitution of India and in the suppression of the Regulation published on 31st March 1953. The first Chairman of the Bihar Public Service Commission was Shri Rajandhari Sinha and Shri Radha Krishna Choudhary was the first Secretary to the Commission. The BPSC advising the State Government on the matters related to recruitment to various services and posts, framing and amendment of recruitment rules.
The mandates of the Bihar Public Service Commission is to conduct Competitive Examinations through interviews with the services of the State Government, advising the State Government on any matter referred to the Commission by the Governor of Bihar, advising the State Government in the matter of grant of extraordinary pension, reimbursement of legal expenses, etc. and advising the State Government on the suitability of officers on appointment on promotion as well as transfer from one service to other. The Bihar Public Service Commission accordingly submits the annual report of the work done by the Commission to the Governor of Bihar.
