About Kolkata Municipal Corporation (KMC): Kolkata Municipal Corporation (KMC) was established in the year 1876 and its headquarters is located in Kolkata. KMC is responsible for the civic infrastructure and administration of the city of the Kolkata and this civic administrative body administers an area of 205 square kilometres. Under the guidance of the First Minister of Local Self-Government in Bengal, Sir Surendranath Banerjee, the Calcutta Municipal Act of 1923 made provision for the enfranchisement of women and the election of a Mayor of Kolkata annually. Deshbandhu Chittaranjan Das was the first Maor of the KMC with Subash Chandra Bose as his Chief Executive Officer.
The City of Kolkata is divided into 144 administrative wards that are grouped into 16 boroughs. Each borough has a committee consisting of the councillors elected from the respective wards of the boroughs. The Corporation, through the borough committees, maintains government-aided schools, hospitals and municipal markets and partakes in urban planning and road maintenance. The corporation as the apex body discharges its function through the Mayor-in-Council, consisting of a mayor, assisted by a deputy mayor, and ten other elected members of the KMC. The mayor is responsible for the overall functioning of the KMC and has a tenure of fice years.
As per the Section 29 of the KMC Act, the KMC has the obligatory functions such as supplying of drinking water in the KMC area, cleaning and removal of filth, rubbish & other obnoxious matters, laying and maintaining Public Streets, provision of public lighting, health and welfare functions etc. According to Section 30 of the KMC Act, KMC has the discretionary functions such as Furtherance of education, Establishment and maintenance of libraries, museums, zoological collections, Survey of building and lands, Construction of rest house, poor house, infirmaries, children homes, house of deaf and dumb and disabled persons and any measures to promote public safety, health sanitation etc.
KMC vision is that it will be efficient and effective in providing service to its customers in a professional, economical, timely, useful and helpful manner, equitably assuring service to all its citizens including the vulnerable and deprived groups in a fair, just and reasonable manner and transparent in providing an accountable, transparent civic administration for the benefit of external users as well as internal employees, citizens responsive and financially sustainable. In the last few years, KMC brought about a phenomenal change in Kolkata by up-gradation of basic infrastructure, revamping inefficient administrative processes and introducing some innovative strategies for improved delivery of citizen services.
